SANTA CRUZ — Wary of local schools and eager to provide their children with religious instruction, a growing number of parents are educating their kids at home, according to a new national study. Roughly 1.1 million students were homeschooled in 2003, up from 850,000 in 1999, according to a report released last week by the federal government’s National Center for Education Statistics.
