My toddler don't like to wear shorts

I don't know if this normal for this age, but my 3-year-old son hates wearing shorts. I'm just glad that he only does this in the house. Whenever we go out, he also dresses up nicely too. It's just that whenever we are at home, he will take his shorts off and ran around the house like a free-spirited being. How can I change this?
 
My son was like that until he was 8 yrs old. didn't do anything, i just let him be since he only does that when he's at home. but he is wearing an underwear
 
That's what I've been trying to tell my husband. He's been pestering me to have our son checked by a child psychologist. Should this behavior need an evaluation? How much would it cost to see one?
 
I don' think he needs to see a counselor, but if your husband insists then do it. just to ease his mind. I heard fees are kinda expensive
