Thank heavens. To me, one of the scariest scenarios would be to require parents to have teaching credentials AND to make preschool mandatory. Those two issues combined together would be a nightmare. Could you imagine not being allowed to keep your preschooler home with you? Let's hope we never see any states come close to anything like that!
